Which side wins when chain reorg happens?

Let’s say China cut off their internet for 1 year and reconnects.

Naturally there would be a chain reorg if Chinese miners cannot utilize satellite and stuff.

So, I am under the impression that longest chain wins. But that cannot be true because a chain with little POW can also be pretty long?

So how are the chains compared, i see 2 parameters here, the POW as well as the length.
