Bitcoin Layer 2
So, I've been learning more on bitcoin, and I was wondering for the lightning network which is a layer 2 protocol built on top of Bitcoin. Will there ever be a layer 3 protocol built on top of layer 2? I see layer 2 as a solution to solve the scalability issue with transactions being able to do up to a million TPS. But what about things like smart contracts, Dapp's, Web 3 development interoperability with other blockchains. (If that even is necessary) Would that ever come to fruition? I'm mainly just curious of the stuff and seeing how a world that would be fully decentralized would look if that ever came to pass or if it would even be necessary.
