Why isn't this transaction completing?

I requested a withdrawal in btc from am online bookie I've used reliably for many years and this is the first time this has occurred. It's been three days since it was sent by them, they gave me the hash id when I asked for it. My address is among the "to" addresses. None have received btc. Yes I gave them the correct address. I don't know why the transaction isn't completing. My only assumption after looking into it is the fee is much too low. Only $2.47 for the amount of $14k does seem really low.
